A recent study examining the risk of a Cascadia earthquake and tsunami highlights the dilemma faced by one of Vancouver Island’s renowned coastal towns: How does a small community brace for a disaster that may lie dormant for generations but could swiftly engulf it?
The study, conducted by Katsu Goda, an associate professor of earth sciences at Western University, underscores the vulnerability of Tofino to tsunami flooding in the event of a major earthquake along the Cascadia Subduction Zone. The potential repercussions include extensive building damage and the imperilment of hundreds of lives, particularly during peak tourist season when the town’s population surges beyond its usual residents.
Goda stressed that the study aims not to instill fear but to shed light on the looming risk before it materializes. He pointed out the heightened vulnerability of Tofino due to its coastal location, with numerous accommodations and infrastructure situated in low-lying areas, amplifying the town’s risk profile.
The Cascadia Subduction Zone stretches from northern Vancouver Island to Northern California, with the last significant rupture occurring in 1700, triggering a tsunami that devastated coastal Indigenous communities and reverberated across the Pacific to Japan. While historical data suggests these ruptures occur approximately every 500 to 560 years, the irregularity of the pattern underscores the necessity for coastal communities to prepare for such rare yet catastrophic events.
Goda’s study simulated extreme scenarios of Cascadia earthquake and tsunami events, ranging from magnitudes of 8.7 to 9.1. It revealed that around half of Tofino’s structures are susceptible to tsunami inundation, with most buildings facing over three meters of water likely to collapse or be swept away. The potential direct property losses from widespread destruction could exceed $1 billion, endangering hundreds of lives in the most severe scenarios.
The critical challenge lies in the urgency of response. In the event of a local Cascadia tsunami, the seismic activity itself serves as the primary warning. Depending on the rupture’s location, official alerts might not precede the initial waves. Hence, residents and visitors must be primed to interpret strong or prolonged shaking as a signal to swiftly seek higher ground.
Hilary O’Reilly, Tofino’s emergency program coordinator, emphasized the importance of recognizing warning signs and reacting promptly. The limited time window between the earthquake and the first waves underscores the need for swift action without waiting for formal alerts. The district collaborates with local tourism operators to disseminate consistent safety information and educate visitors on the requisite response during emergencies.
The notion of vertical evacuation structures as a potential solution is under investigation, given the challenges posed by the distance to natural high ground. Such structures could provide a means for individuals to ascend above tsunami floodwaters swiftly. Community-level risk assessments play a pivotal role in assisting local authorities and residents in pinpointing the areas most at risk and devising effective preparedness measures.
