The probation officer overseeing Basil Borutski’s case gave him a high score of “Target met: 95% – 100%,” just two days after Borutski brutally murdered three women he had a history of abusing. Over the three years leading up to the tragic event in the Ottawa Valley, Borutski’s probation officers were responsible for ensuring he followed court orders after being released from jail for threatening and assaulting his ex-partners. Despite being tasked with liaising with various agencies to ensure the safety of the victims, critical intervention opportunities were missed, as revealed in a death review conducted shortly after the murders.
The local manager’s assessment of “target met” was puzzling to many observers, especially considering the grave consequences that followed. The manager’s only critique was that more frequent contact with one of the victims should have been made, overlooking the systemic failures that ultimately led to the tragic outcome.
Two prior management reviews conducted before the killings also highlighted missed opportunities to address Borutski’s non-compliance with court-mandated programs for domestic violence offenders. Despite warnings and red flags raised by various agencies and individuals, including the victims themselves, Borutski was never held accountable for his actions or properly supervised.
The disclosure of Borutski’s probation record sheds light on the systemic shortcomings within Ontario’s probation system. While some positive changes have been made following the inquest into the murders, there is still much room for improvement to effectively address intimate partner violence and protect victims from harm. The need for enhanced communication, accountability, and proactive measures to ensure victim safety remains a pressing concern for stakeholders and advocates in the field.
