Prime Minister Mark Carney unveiled a new set of seven initiatives recommended for expedited approval by the government’s Major Projects Office (MPO) on Thursday. These initiatives, which include high-value energy and natural resources projects, aim to boost the economy amidst tariff challenges. Carney emphasized that these projects are crucial for enhancing Canada’s economic self-reliance and positioning the country as a key player in critical minerals.
The combined value of these seven initiatives, in addition to the five previously recommended by Carney in September, amounts to $116 billion for the economy, as per government estimates. Carney highlighted the transformative nature of these projects, stating that they will enable Canada to maximize its potential as an energy superpower and establish new economic and trade routes to reduce dependence on the U.S.
The MPO, established by Carney’s administration earlier this year, will play a pivotal role in advancing these projects, according to Dawn Farrell, the president, and CEO of the federal body. The MPO team’s responsibilities will encompass streamlining environmental assessments, facilitating Indigenous consultations, attracting investment, coordinating labor supply, and other project-specific tasks.
Among the projects referred to the MPO are the Sisson Mine in New Brunswick for critical minerals, the Crawford Nickel project in Ontario, the Ksi Lisims liquefied natural gas project in British Columbia, the Iqaluit hydro project, the Nouveau Monde Graphite Phase 2 project in Quebec, the Northwest Critical Conservation Corridor in northwest B.C. and Yukon, and the North Coast Transmission Line in northwest B.C.
In British Columbia, the North Coast Transmission Line aims to deliver cost-effective, clean electricity and improved telecommunications infrastructure to communities along the West Coast, potentially linking B.C. with Yukon. The Canadian Infrastructure Bank will provide financial support to B.C. Hydro for the construction of the transmission line.
Moreover, the Ksi Lisims LNG project on Pearse Island, B.C., led by the Nisga’a Nation, is anticipated to contribute significantly to LNG production and export to Asian markets. The project’s emphasis on hydro-electricity is expected to make it environmentally cleaner and achieve net-zero emissions by 2030, although environmental groups have expressed concerns.
Additionally, the Crawford Project by Canada Nickel in Timmins, Ont., is a vital initiative set to enhance battery and steel manufacturing. The project is recognized for its environmental sustainability, with projected emissions significantly below the global average, and is expected to generate thousands of new job opportunities.
While these projects await national interest designation under Carney’s C-5 legislation, stakeholders like Canada Nickel view the MPO referral as an acceleration of the permitting process. However, critics, including Conservative Leader Pierre Poilievre, argue that the regulatory landscape remains challenging for resource development, despite Carney’s efforts to streamline project approvals.
