The Conservative and NDP caucuses are currently deliberating on their stance regarding the upcoming federal budget and the possibility of triggering an election by rejecting it, as per multiple sources familiar with the matter. Key Conservative figures indicate a reluctance towards an immediate election, yet they are disinclined to support the inaugural budget of the new Liberal administration led by Prime Minister Mark Carney due to perceived risks to their reputation and misalignment with their policy agenda.

There are genuine concerns within the Conservative camp regarding the likelihood of the Liberal government losing the budget vote since there is currently insufficient backing in the House for its passage following its presentation on Tuesday. Conservative Leader Pierre Poilievre has put forth a set of conditions to the Liberals for their budget support, such as eliminating the industrial carbon tax and capping the deficit below $42 billion. However, these demands are expected to remain unmet, as the government has indicated they are non-negotiable.

Additionally, the Bloc Québécois has presented a list of costly demands, including increased Old Age Security benefits, enhanced health transfers to provinces, and interest-free loans for first-time homebuyers. While the Liberals have accommodated some of the Bloc’s requests, such as cracking down on a tax-evasion scheme opposed by the trucking industry, full implementation of all demands seems improbable due to the government’s focus on fiscal restraint.

Discussions have taken place between the Conservatives and both the NDP and the Bloc on how to navigate the budget vote, according to insider sources. Notably, the path perceived as most probable involves certain NDP MPs abstaining from the vote, enabling the budget’s approval. The Liberal minority government requires three additional votes, or two in case of a tie-breaking intervention by the Speaker.

The NDP, grappling with financial constraints and leadership challenges following a disappointing electoral performance, is yet to finalize its position on the budget, as indicated by an NDP source. On the other hand, the Conservatives have signaled a strategic shift by refraining from criticizing the NDP, a departure from their previous confrontational approach towards the party.

Overall, the decision-making process surrounding the federal budget remains fluid, with various parties and MPs assessing their priorities and evaluating the budget’s contents before committing to a definitive stance.
