U.S. Trade Representative Jamieson Greer stated that the U.S. will engage with Mexico and Canada to address the agreement’s deficiencies and trade imbalances. The administration is open to the possibility of reaching “protocols” with each country to enhance CUSMA, focusing on reducing trade deficits.
While uncertainties remain on whether compromises can be reached, the parties involved are willing to engage in discussions. Canada-U.S. Trade Minister Dominic LeBlanc expressed readiness to negotiate bilateral deals with the U.S. and Mexico. However, challenges lie in resolving key trade issues, such as U.S. demands for increased U.S.-made content in automobiles and greater access to Canada’s dairy market.
Trade expert Simon Lester questions the feasibility of the U.S. expecting significant concessions without offering concessions in return. With the July 1 milestone passed, the timeline for CUSMA revisions is unclear. Some speculate that a deal might be sought by Labour Day to boost the economy before the midterm elections in November.
The negotiations could extend beyond 2027, with uncertainties surrounding the potential outcomes. The possibility of perpetual renegotiations exists until the agreement expires in 2036, but parties may choose to extend the agreement at any time. The U.S. aims to conclude the talks swiftly, acknowledging the need to avoid prolonged negotiations.
