Quebec Doctors Consider Leaving Amid Controversial Law

The aftermath continues in Quebec following the use of closure by the Coalition Avenir Québec (CAQ) government to push through a controversial bill altering doctors’ compensation methods. Health Minister Christian Dubé introduced Bill 2, which became law within a day of its introduction.

The new law ties a portion of doctors’ pay to performance targets related to the care of patients, especially vulnerable individuals. As a result, an increasing number of doctors are considering leaving Quebec’s public health system, potentially benefiting New Brunswick and Ontario.

Ontario Premier Doug Ford expressed interest in recruiting Quebec doctors, stating he would welcome them with open arms. However, Quebec Premier François Legault criticized Ford’s remarks as inappropriate and emphasized the need for collaboration rather than confrontation during this period of change.

Despite concerns and uncertainties, over 100 doctors have initiated the process to apply for licenses to practice in New Brunswick and Ontario. The College of Physicians and Surgeons of New Brunswick reported a significant surge in applications from Quebec physicians compared to their usual monthly numbers.

Vitalité, a New Brunswick health authority, has also observed a surge in inquiries from Quebec doctors about potential opportunities. This increased interest comes at a time when there is a shortage of family doctors in Quebec, making each departing doctor a loss for patients.

Dr. Marc-André Amyot, president of the Fédération des médecins omnipraticiens du Québec (FMOQ), expressed concern over the impact of doctors leaving on patient care. Health Minister Christian Dubé urged physicians and students to gather more information before making decisions, highlighting the ongoing negotiation process regarding remuneration terms.

Despite these developments, the Fédération des médecins spécialistes du Québec (FMSQ) announced plans to challenge the law in court and seek a suspension, citing concerns about individual rights violations at the core of their legal arguments.
